Electoral Management Bodies (EMBs) are commonly established to increase electoral legitimacy by designing, implementing and/or enforcing rules surrounding nominations, polling, voting, and tabulation. Globally however, EMB design, governance, and efficacy vary considerably. Utilizing four EMB data sources, this article asks (1) to what extent do EMBs form a new pillar of constitutional governance; and (2) how effective are they in managing and increasing the legitimacy of elections? We begin by detailing the global diffusion of EMBs, temporally and geographically, together with trends in governance methods, constitutionalization, and degrees of autonomy and capacity. We then turn to examine the extent to which existing EMBs are effective, empirically testing a global sample of states on two measures associated with electoral legitimacy. Four results of our analyses stand out. First, independent EMBs are most abundant in democratizing regions, including Latin America and the Caribbean, Sub-Saharan Africa, and South Asia. Second, while EMBs are increasing in number, only a slight majority of states enshrine these institutions in their constitutions. Third, while independent EMBs are the most common systems, autonomous bodies are largely found in democracies. Finally, EMBs characterized by greater degrees of autonomy and capacity are associated with lower levels of both electoral violence and concerns regarding electoral legitimacy.

The false codling moth (FCM), Thaumatotibia leucotreta (Lepidoptera: Tortricidae) is an insect pest which represents an important threat to the production and marketing of a wide range of agricultural crops in the African-Caribbean-Pacific (ACP) countries. The FCM reduces not only the yield and quality of the crop but also as a quarantine insect pest, restricts the trade of susceptible agricultural produce on the international market. In addition, little research has been conducted in the ACP countries on the bio-ecology and sustainable management of this pest, especially on vegetables for export. Thus, action-oriented research aimed at understanding the bio-ecology of this important pest is essential to achieve effective management. Various management interventions against this pest have been used in some parts of the world, especially in South Africa on citrus. Currently, farm sanitation is regarded as the key management strategy. Exploring and improving on other interventions such as Sterile Insect Technique, monitoring and mass trapping of male moths, augmentative biological control, use of bio-pesticides, protected cultivation and cold treatment may help to mitigate the expansion of FCM into other countries, especially in the European and Mediterranean Plant Protection Organization region where it has become a regulated insect pest since 2014. This review discussed the bio-ecology of FCM and highlighted some of the challenges and opportunities for its effective management and its implication for international trade, especially the export of chillies from the ACP countries into the European Union market which requires strict phytosanitary regulations.

Costa Rica and Colombia, two of the earliest Latin American countries to protect many LGBT rights, attempted to amplify those rights and litigate same-sex marriage (SSM) in mid-2000s; however, these attempts sparked a major anti-LGBT backlash by religious and conservative organizations. Yet a decade later, Colombia legalized SSM while Costa Rica still lacks the right to SSM. Using a most-similar systems comparative case study, this study engages the judicial politics literature to explain this divergent outcome. It details how courts, while staying receptive to many individual LGBT rights claims, deferred SSM legalization to popularly elected branches. In spite of the lack of legislative success in both countries, in Colombia a new litigation strategy harnessed that deference to craft a litigated route to legalized SSM. In Costa Rica, the courts’ lack of conditions or deadlines has left SSM foundering in the congress.

In North America, terrestrial records of biodiversity and climate change that span Marine Oxygen Isotope Stage (MIS) 5 are rare. Where found, they provide insight into how the coupling of the ocean–atmosphere system is manifested in biotic and environmental records and how the biosphere responds to climate change. In 2010–2011, construction at Ziegler Reservoir near Snowmass Village, Colorado (USA) revealed a nearly continuous, lacustrine/wetland sedimentary sequence that preserved evidence of past plant communities between ~140 and 55 ka, including all of MIS 5. At an elevation of 2705 m, the Ziegler Reservoir fossil site also contained thousands of well-preserved bones of late Pleistocene megafauna, including mastodons, mammoths, ground sloths, horses, camels, deer, bison, black bear, coyotes, and bighorn sheep. In addition, the site contained more than 26,000 bones from at least 30 species of small animals including salamanders, otters, muskrats, minks, rabbits, beavers, frogs, lizards, snakes, fish, and birds. The combination of macro- and micro-vertebrates, invertebrates, terrestrial and aquatic plant macrofossils, a detailed pollen record, and a robust, directly dated stratigraphic framework shows that high-elevation ecosystems in the Rocky Mountains of Colorado are climatically sensitive and varied dramatically throughout MIS 5.

Francis & Hewett (1993) identified two 10 Mpc-scale regions of the high-redshift universe that were seemingly very overdense in neutral hydrogen. Subsequent observations showed that at least one of these gas-rich regions enveloped a cluster of galaxies at redshift 2 ·38. We present improved observations of the three background QSOs with sightlines passing within a few Mpc of this cluster of galaxies. All three QSOs show strong neutral hydrogen absorption at the cluster redshift, suggesting that this cluster (and perhaps all high-redshift clusters) may be surrounded by a ~5 Mpc-scale region containing ~10 12 Mʘ of neutral gas. We show that if most high-redshift clusters are surrounded by such regions, the gas must be in the form of many small (<1 kpc), dense (> 0·03 cm ˗3 ) clouds, each of mass <10 6 Mʘ . These clouds are themselves probably gathered into >20 kpc-sized clumps, which may be galaxy halos or protogalaxies. If this gas exists, it will be partially photoionised by the UV background. We predict the diffuse Lyα flux from this photoionisation, and place observational limits on its intensity.

– Jorge Vargas Cullell, political scientist, Estado de la Nación, Costa RicaSince a 1989 constitutional reform, Costa Rica's judicial branch has undergone a major transformation; it abandoned traditional deference toward the popular branches of government and became one of the most active and politically significant courts in the Americas. This newly energized court has transformed Costa Rican politics through its aggressive exercise of a horizontal accountability function that has limited the actions of the other branches of government, and it has demonstrated a willingness and ability to support and enforce a greatly expanded range of individual rights. In terms of the book's framework, illustrated in Table 2.1, Costa Rica's pre-1989 superior court was firmly located in the upper left-hand quadrant, offering virtually no rights protection and imposing few limitations on the actions of the popular branches of government. The reformed court is clearly situated in the bottom right-hand quadrant, actively employing an accountability function and protecting individual rights to a greater extent than any other court in the Americas, with the possible exception of the Colombian Constitutional Court.

Who SoTLs Where? Publishing the Scholarship of Teaching and Learning in Political Science

Political science, as a discipline, is a relative newcomer to the Scholarship of Teaching and Learning (SoTL). We examine authorship patterns of SoTL articles in PS: Political Science & Politics, the Journal of Political Science Education, and International Studies Perspectives from 1998–2008. Our findings indicate more collaborative SoTL articles compared to non-SoTL teaching articles. Authorship patterns reveal a relatively high presence of women, assistant professors, and authors housed in Ph.D. and BA departments for SoTL publications. We conclude that SoTL constitutes an important new field of inquiry in the discipline that is likely to become more prominent as a younger cohort of scholars matures.

Although the clinical benefits of dietary supplementation with n-3 polyunsaturated fatty acids (PUFA) has been recognised for a number of years, the molecular mechanisms by which particular PUFA affect metabolism of cells within the synovial joint tissues are not understood. This study set out to investigate how n-3 PUFA and other classes of fatty acids affect both degradative and inflammatory aspects of metabolism of articular cartilage chondrocytes using an in vitro model of cartilage degradation. Using well-established culture models, cartilage explants from normal bovine and human osteoarthritic cartilage were supplemented with either n-3 or n-6 PUFA, and cultures were subsequently treated with interleukin 1 to initiate catabolic processes that mimic cartilage degradation in arthritis. Results show that supplementation specifically with n-3 PUFA, but not n-6 PUFA, causes a decrease in both degradative and inflammatory aspects of chondrocyte metabolism, whilst having no effect on the normal tissue homeostasis. Collectively, our data provide evidence supporting dietary supplementation of n-3 PUFA, which in turn may have a beneficial effect of slowing and reducing inflammation in the pathogenesis of degenerative joint diseases in man.
